Housing and Neighborhood Development

The City of Knoxville’s Housing and Neighborhood Development Department administers a variety of programs championing the Revitalization of Knoxville’s low-to-moderate income neighborhoods.

Neighborhood Empowerment

The Office of Neighborhood Empowerment offers a wide variety of activities, programs, and services to support resident led, resident controlled, democratically run neighborhood organizations in the City of Knoxville.

The Office publishes an almost-weekly newsletter, The Neighborly Notice, which covers news of interest to Knoxville’s resident-led, resident-controlled neighborhood organizations.

Plans Review and Inspections

The City of Knoxville Plans Review and Inspections Department promotes quality development and preserves neighborhood integrity and safety through plans review, permits, building inspections, and other regulatory activities. 

Engineering

The City of Knoxville Engineering Department performs all engineering and technical services for city departments, including design work and contract administration for streets, bridges, sidewalks, drainage and other public works projects.

Parks and Recreation

The City of Knoxville Parks and Recreation Department works to improve the City’s existing parklands, recreational facilities and trail facilities. Through planning, development, maintenance and facilities management projects, staff work continually to enhance and expand facilities to better serve the community and visitors.

Sustainability

The Office of Sustainability champions efforts to reduce energy waste across City buildings, parks, and roadways; advance clean energy investment opportunities; and promote policies and programs that improve building efficiency for our residents and businesses. The department also works closely with KUB and TVA to advance energy efficiency programs that will benefit our residents of the City of Knoxville.

Urban Design and Development

The Office of Urban Design and Development is a liaison to the private development community and collaborates with multiple city departments and community stakeholders to focus on and guide the growth and development of place based assets unique to Knoxville. These public-private partnerships foster pivotal community initiatives and investments with long-lasting impacts on economic development by strategically using public resources to leverage investment in our city.

Knox County

Register of Deeds

The Knox County Register of Deeds is an office established by the State Constitution as the official record keeper of legal documents pertaining to real property. These documents include Warranty Deeds, Deeds of Trust, Releases, Powers of Attorney, Liens and other miscellaneous documents designated by state law to be recorded by the Register of Deeds. The Register is elected by the people and serves a four year term.

Knox County Property Assessor

The Knox County Property Assessor is the local government official who estimates the fair market value of all real estate and business personal property within a jurisdiction to ensure equitable taxation.

Knox County Archives

Knox County Archives is the repository of non-current, permanent records created by Knox County government and is administered by Knox County Public Library. The holdings of Knox County Archives are publicly accessible (except for juvenile records and those restricted by law) and serve as primary sources for court and government officials, legal professionals, historians, genealogists, and the general public.
